Anti-Fraud Measures Plan
ICN2 maintains a firm commitment to respect the legal system, institutional integrity, transparency in public management and zero tolerance for any irregular conduct.
The Institutional Declaration against Fraud expresses ICN2's unequivocal commitment to the prevention, detection and sanction of any fraudulent, corrupt or contrary to the principles of integrity, legality and transparency and the ICN2 Anti-Fraud Measures Plan (PMA), establishes a systematic set of actions aimed at identifying, assessing and mitigating fraud risks, corruption, conflict of interest and double financing, thus guaranteeing diligent, efficient and lawful management of the funds and resources managed by ICN2.
The Internal Information System policy has been aimed at facilitating the secure communication of possible regulatory infringements, administrative irregularities or breaches of internal regulations, contributing to the prevention, detection and correction of risks in accordance with the provisions of Law 2/2023, of 20 February, regulating the protection of persons who report regulatory infringements and the fight against corruption, as well as with current regulations on the protection of personal data.
Communications may be made through the Complaints Channel platform that the ICN2 has enabled, that is, through the platform accessible through the following link: whistleblower-channel.icn2.cat. If the whistleblower so requests, they may also submit their communication by means of a face-to-face meeting with the person in charge within a maximum period of 7 days from their request to the persons responsible for the whistleblowing channel, indicated therein.
In all cases, the confidentiality of the identity of the whistleblower and the persons concerned, the protection of personal data, the presumption of innocence, the right to honour and the express prohibition of any form of retaliation shall be guaranteed.
The system also allows the submission of anonymous communications, provided that the facts presented are sufficiently concrete, credible and detailed to allow their proper assessment and, where appropriate, investigation.
In accordance with current regulations, whistleblowers may also contact the external channels enabled by the competent authorities, such as the Anti-Fraud Office of Catalonia, the National Anti-Fraud Coordination Service and the European Anti-Fraud Office (OLAF), without prejudice to the preferential use of the internal channel when it is appropriate and effective.

In addition, ICN2 has the protocol for prevention, detection and intervention in situations of harassment at work, sexual harassment or harassment based on sex and the protocol for prevention, detection and intervention based on sexual orientation, gender identity and expression. This situation can be reported through the ICN2 Complaints channel.
